Subject: Strengthening Public-Private Collaboration: MICCI Taxation & Budget Council’s Engagement with LHDN
On March 25, 2025, the Taxation & Budget Council of MICCI conducted a courtesy visit to Madam Norfaidah Binti Daud, Deputy CEO (Policy), at LHDN. The delegation, led by Mr. Tai Lai Kok, Co-Chairman of the Council, included key industry representatives such as Mr. Lee Han Ling, Executive Director of MICCI; Mr. Shaun Edward Cheah (Salient Outcomes); Ms. Amila Kamaruddin (Gamalux); Mr. Adil Amirullah (Shopee); Mr. Noel Meldan (Coca-Cola); Mr. Michael Yang; and Ms. Celine Ling (Vistra). The meeting provided a valuable opportunity to strengthen dialogue between the business community and tax authorities, ensuring greater collaboration on taxation policies and regulatory frameworks.
A key highlight of the discussion was the Taxation & Budget Council of MICCI’s proposal for quarterly engagement sessions with LHDN’s Policy Division. These sessions aim to establish a structured and transparent platform for MICCI members to receive policy updates on new regulations and announcements. This will ensure that members are well-informed and have the opportunity to provide input before the rollout of any policies.
Recognizing the importance of open communication, LHDN has agreed to this initiative, which is expected to enhance policy transparency and regulatory clarity. Furthermore, the Council looks forward to organizing more collaborative events and forums with LHDN to foster continued engagement, including MICCI’s re-engagement in the Pre-Budget discussion.
Another crucial topic raised during the visit was the implementation of E-invoicing in the E-commerce sector. Many small vendors face challenges related to system integration, compliance costs, and a lack of clear guidelines on how the system applies to E-commerce platforms. MICCI emphasized the need for targeted support and clearer regulatory direction to facilitate a smooth transition for businesses, particularly SMEs. In response, LHDN acknowledged these concerns and expressed its willingness to explore collaborative solutions to ease implementation challenges.
Moving forward, the Taxation & Budget Council of MICCI remains committed to advocating for business-friendly tax policies and ensuring its members stay well-informed on regulatory developments.
